In this particular scene, Isra's being punished because of something he did.
He's chained magically to the gate on the Grounds.



Isra: I can't believe they're punishing me for something so petty!


Isra: And this lace girdle! It itches and I can't even move my wings!


Isra: Hey, you there. You! Help me!


Isra: All you have to do is undo the clasp at the end of my chain.
I'll do all your chores for one month--I mean, one week!
What do you say?

Isra: HEY! Where are you going?!


Isra: Damn. Maybe one week wasn't enough of a bribe.


Isra: It's getting warmer out here.


Isra: I still can't believe I'm being punished like this!
And all for eating a couple of stupid birds.
